Information is probably one of the most important things in the life of people because it is through the use of this information that they make decisions, and such decisions could be important as they would have effects that would last a lifetime. The presumption would work only if the records were obtained from the proper sources, thus, while the party presenting the record would be under no obligation to prove that the contents of the records are true, they may be asked to prove that they had obtained the records from the proper sources, and if not, then the records would not enjoy the presumption.

Public records are kept by the government in accordance with the requirements of the law and they are supposed to be available to the public at all times. Thus, a copy of a public record is typically requested from the office that had made the record, but there are some records that may only be requested from that office which the law identifies as the official custodian of the same. The procedure would typically depend on the place where the record would be requested from, but the method would usually be to make the request in person or to make the request through mail. Note that requests through mail would often be slower because of its inherent limitations, but requests made in person would require the person interested in the record to actually travel to the actual location of the records.

Typically, these online archives are privately owned, which means that they are not official sources, but they could present their information faster, more efficiently, and cheaper. The records are also substantially similar with that which may be found from the official archives.
